Q – Who can become a customer?
All organizations and individuals entitled to a quota of Tax-Free fuel in Belgium can apply for a diplomatic card at Forax.

Q – How do I become a customer?
Click on the ‘Apply Now!’ menu, complete application- and 136F-forms and send them to Forax, Excelsiorlaan 19, 1930 Zaventem, Belgium. Forax will request Customs endorsement for you. After this endorsement you will receive your new Forax diplomatic fuel card(s) within 10 working days. Upon your request, Forax will be pleased to visit you personally in order to assist you in the process and / or to collect the forms.

Q – What is the cost to become a customer and to request one or more cards?
Application to the service is free of charge.

Q – Up to how many cards can I order?
For personal use you can order up to 2 cards per vehicle. Please specify this on your 136F.

Q – Which fuel types can I order?
Your diplomatic fuel card will have the fuel type that you have specified on your 136F form. A diesel diplomatic card will allow you to buy all diesel products. A gasoline diplomatic card will allow you to buy Euro 95 and Super 98.

Q – I have multiple cars with different fuel types. Can I receive exemption for different fuels?
If you require exemption on multiple fuel types you need to fill in a 136F form for each fuel type.

Q – Which fuel suppliers can I choose from?
Forax has partnerships with both Shell, Esso and Q8 in Belgium. You get access to Shell and Esso with one single card.

Q – How does the Forax tax-free fuel card work?
The Forax diplomatic card is a post-paid card. Forax will charge you excluding excise tax and excluding VAT as long as Customs endorsement is received. The invoice contains the details of your transactions and information on your remaining fuel quota. Forax requests personal use customers to pay their invoice via automatic direct debit. Official use customers have the option to pay via bank transfer.

Q – Where can I use the Forax tax-free fuel card?
The Forax Shell – Esso card is accepted on every Shell and Esso station in Belgium. The Forax Q8 card is accepted on all Q8 stations in Belgium.

Q – Can the Forax diplomatic card be used outside of Belgium?
No, because your tax-free fuel quota is only valid in Belgium.

Q – Can the Forax diplomatic card be used to pay for other products than fuel?
No, this rule is set by Belgian Customs.

Q – My card is damaged. What shall I do?
Please send a written confirmation to Forax, mentioning the card number of the damaged card, a request to stop this card and to receive a replacement card. Forax will stop your card and create a new card for you.

Q – I forgot my PIN code. What shall I do?
Please send a written request to Forax asking for a new PIN letter.

Q – Can I change my PIN code?
No, unfortunately this is technically not possible.

Q – I have tried to fuel up but my card is not working. What shall I do?
Please ensure that your Forax diplomatic card and quota are still valid, that you have entered the right PIN code and that you took the right type of fuel. If there is a shop at the fuel station, ask the shop attendant to check and clarify what the problem is. If the problem persists, please contact Forax for further investigation.

Q – My card is lost or stolen. It needs to be stopped urgently. What shall I do?
You can stop your Forax diplomatic card via the ‘exclusive customer login’ or call the Forax Service Center on + 32 2 66 99 444 and ask to stop your card.

Q – How much will I pay for my fuel?
The Forax fuel price is based on the pump price excluding taxes (VAT and Excise Duty). Forax doesn’t charge a card fee. Our Customer Service Center can provide you with exact price information.

Q – When and how do I pay?
You pay after you have purchased your tax-free fuel. Personal Use customers will be invoiced on a weekly basis. For each invoice Forax will direct debit your bank account. The invoice contains the details of your transactions and information on your remaining fuel quota. Official Use customers have the option to pay via bank transfer instead of direct debit.

Q – Do I need a bank account number in Belgium for the direct debit payments?
No. Forax uses the European SEPA Direct Debit scheme. If your bank has joined the SEPA Direct Debit scheme, your tax-free fuel purchases can be debited from your European bank account outside of Belgium.

Q – How do I receive my invoice?
Your electronic invoice will be e-mailed to you. The invoice will be attached as a pdf-file in the e-mail. You can also download your invoice via the ‘exclusive customer login’.

Q – I am leaving Belgium. What shall I do?
Please send a written request to Forax confirming you are leaving Belgium and your diplomatic fuel cards should be stopped. Forax will stop your cards. Forax will close your customer account once all remaining transactions have been invoiced and paid.
